- To stay that portion of the May 2, 1983 order of the Interstate Commerce Commission which authorizes the imposition of empty mileage charges to July 1, 1985, to authorize the Secretary of the Department of Transportation to hold conferences with appropriate parties to formulate a proposal for a better car hire system for box cars, and to carry out any agreed to proposal.
