- To add a provision to require the Secretary of Agriculture to make available not less than $5,000,000,000 for loan guarantees, under the Export Credit Guarantee Program carried out by the Commodity Credit Corporation, in the fiscal year ending September 30, 1985, and to provide criteria for the use of increased funding for such program in fiscal years 1984 and 1985.
