- To clarify certain Veterans' Administration protective services officers' authorities and authorize payment of a special uniform allowance to such officers; to extend for one year the authority for certain contract health care in Puerto Rico and the Virgin Islands; to specify that remuneration received under certain therapy programs is not income for purposes of Veterans' Administration pensions; and to mandate establishment of a Veterans' Administration Post-Traumatic Stress Disorder Center and the submission of a report on VA activities regarding that disorder.
