- To provide that the Secretary of Commerce and the Secretary of State shall notify the Foreign Affairs Committee in the House and the Banking and Foreign Relations Committees in the Senate at least 30 days before any license is approved for the export of goods or technology valued at more than $7,000,000 to any country concerning which the Secretary of State has made certain determinations relating to international terrorism.
