- To provide that the President shall require an individual validated license for export of United States goods or technology, or by persons subject to U.S. jurisdiction, the ultimate destination of which is a member of the North Atlantic Treaty Organization or Israel or has ratified and is in full compliance with the requirements of the Nuclear Non-Proliferation Treaty.
