- To provide that it is the sense of the Senate that no national defense program involving the national security of the U.S. shall be terminated, impeded, delayed, or affected in any way in order to comply with the terms of the SALT II Treaty unless and until the Senate has given its advice and consent for the President to ratify the treaty, and for other purposes.
