- Purpose
- To provide that no funds under the Act may be available for any country during any three-month period beginning on or after November 1, 1983, immediately following a certification by the President to the Congress that such country is failing to take adequate measures to prevent narcotic drugs or other controlled substances from being sold illegally within the jurisdiction of such country to U.S. Governments personnel or their dependents or from entering the United States unlawfully.
