- providing that no fund may be appropriated or obligated for U.S. foreign assistance and security assistance programs in FY 1984 which are in excess of amounts appropriated in P.L.98-107, except: 1) if higher amounts are specifically authorized by Congress, 2) that the levels of assistance authorized for Israel and Egypt shall be the levels contained in S. 1347.
