Amendment98th Congress
An amendment to change the mandatory requirement that the Secretary determine within 30 days whether coastal states are in compliance with the Commission plan, and make such a determination only discretionary. It also prohibits declaration of a moratorium on fishing in any state which the Secretary determines has made substantial progress in enforcing the regulatory measures necessitated by the plan. Also it states that a state will be considered to be in substantial compliance with the Plan if it has reduced fishing mortality by 90 percent of the level called for in the Interstate Fisheries Management Plan for Striped Bass (10/1/81).
