An amendment to strike language that authorizes such sums as necessary to carry out the act and substitute language that requires the use of funds already provided the Departments of Commerce and Interior to carry out the act. The amendment also requires those departments to review the existing plan of the Commission and report on its review to Congress with recommendations.
