An amendment to provide $50 million to the states to train child care facilities staff and parents of attending children in the prevention of child abuse. The funds cannot be used as a substitute for existing efforts, and no more than one half of a state's allotment would be paid unless the state has background check procedures for staff of licensed or registered child care programs.
