An amendment to add a section authorizing the Secretary to enter into leases, contracts, and other legal agreements with Indian tribes, tribal organizations, or Indian organizations which hold title to a leasehold interest in or a beneficial interest in facilities used for the administration and delivery of health services by the Indian Health Service or by programs operated by tribes or their organizations.
