An amendment to strike Title IV of the bill which contains provisions affecting federal lands at Manteo Bay, North Carolina. The section provides a cost benefit analysis of the Manteo Bay project before use of funds on the project. It also permits the use of lands within the boundaries of the Cape Hatteras National Seashore by the Corps of Engineers for this project. Environmental affects on the Pea Island National Wildlife Refuge and the Cape Hatteras National Seashore are to be kept to a minimum.
