Amendment98th Congress
An amendment to add provisions requiring all physicians, pharmacists, manufacturers, and distributors of heroin to register with the Department of Justice under the Controlled Substances Act. It also provides for Drug Enforcement Agency investigation and prosecution of violations. Also, only illicit heroin confiscated by authorities can be used in the program and physicians' decisions must be subject to peer review.
