An amendment to change the provision that states the "Administrator" may commence civil action in the U.S. district court enforce compliance to the "United States" may be the one to commence the civil action. The amendment also strikes language permits sanctions against the U.S. in state courts, but retains language that permits such sanctions in Federal courts.
