Amendment98th Congress
An amendment to 1) add to the definition of "underground storage tank" underground pipes connected to one or more tanks which are above ground if they are used to store hazardous substances and to 2) include in the performance standards for new underground storage tanks the criteria that have one layer which is impervious to the substances to be stored and not be subject to chemical or physical deterioration by that substance and it have a second layer that is not subject to structural weakening resulting from leakage from the primary container. The second layer must be capable of storing the substance in the primary container long enough to recover the substance.
