Amendment98th Congress
An amendment to the miscellaneous provisions concerning citizens suits to state that the United States (and not just the Administrator, as in the bill) may intervene as a matter of right if it is not a party. The amendment also strikes language that gives the D.C. District Court jurisdiction "without regard to the amount in controversy or the citizenship of the parties". And the amendment adds that provisions concerning transportation of hazardous materials apply to listed and regulated substances, and not just listed ones.
