An amendment to add the following to the eligible use of the fund: to cover costs of appropriate Federal and State oversight of remedial activities at National Priority List sites resulting from consent orders or settlement agreements, where the responsible party or parties have been determined, but where inadequate oversight assistance has by provided by that responsible party or parties.
