An amendment to remove liability for costs or damages from contractors who contract to provide planning, evaluation, engineering, design, construction, equipment, or any ancillary services to respond to an approved plan to deal with an identified toxic substance site. The amendment specifically states that this exemption is not to apply to those responsible for the site to which the contractor is to address in response to such a plan.
