An amendment to change the source of funds for fossil energy research and development under the Department of Energy. The bill provides as part of its total, 7,800,000 dollars by transfer from unobligated balances in the fossil energy construction account. The amendment changes this to 39,196,000 dollars from the same account, plus 5,800,000 dollars from Alternative Fuels Production Account in PL 96-126 and 2,500,000 dollars, also by transfer, from unobligated prior year balances in the energy production, demonstration, and distribution account.
