Amendment98th Congress
An amendment stating that bilingual program funds may not be used for students whose dominant language in English. The programs may utilize the child's existing non-English language as the language of instruction in various subjects but may not teach a non-English language as a subject. It also makes eligible for bilingual programs those students whose "dominant language" is a language other than English; thus removing the test of proficiency.
