An amendment to add language that would permit certain studies prohibited in the bill if they were approved by all affected governors. The studies prohibited are those by federal agencies of any regional or river basin plan for federal water and land related resource projects which transfer water from the Columbia River Basin or the Arkansas River Basin to any other major river basin in the U.S.. The amendment is to the Roe amendment (HA247).
