An amendment to the Roe substitute amendment to provide for audits of proposals for grants. The administrator is given authority, by this amendment, to withhold funds for costs which are found to be unreasonable, unsupported by adequate documentation, or otherwise unallowable under applicable federal cost principles. Funds may also be withheld for projects that do not meet design specifications or effluent limitations of the grant agreements.
