An amendment to define "recipient" as any State or its political subdivision, instrumentality of a State or its political subdivision, public or private agency, institution, organization or other entity or person to which federal financial assistance is extended directly or indirectly, but excluding the ultimate beneficiary of the assistance. For state and local government federal financial assistance shall be presumed to be extended to all of its subdivisions and instrumentalities.
