An amendment to the Roe substitute amendment to provide for development of a master plan for water management of Puget Sound, for setting priorities for corrective actions to address point and nonpoint sources of pollution poisoning the most serious problems to the water quality of Puget Sound, and for monitoring the effectiveness of the actions resulting from the master plan.
