An amendment to the Roe Substitute amendment specifying that the approval of construction plans and specifications by the Administrator is not to include an approval of the treatment technology. The applicant is to certify to the Administrator that the treatment technology is capable of meeting the effluent limitations for which the technology was designed, and approval is not to be granted by the Administrator until such certification is made.
