An substutite amendment to reduce authorization for grants to organ procurement organizations to $5 million per year and to limit it to fiscal years 1985 throught 1987. It eliminates funding for immunosuppressive drugs and eliminates the requirement that a specific administrative unit be established to coordinate transplant related activities.
