An amendment (no.48) providing for temporary residence for undocumented aliens who have resided in the U.S. since 1982. After one year they may be granted permanent status by the Justice Department if they meet the following criteria: 1) applies within 13 months of having been granted temporary resident status, 2) established that he has continuously resided in the U.S. since the date the temporary status was granted 3) has not been convicted of a felon or of three or more misdemeanors committed in the U.S., 4) has a minimal understanding of English or is pursuing a course of study to learn English, and 5) if he is accompanied by dependent children that they are enrolled in schools complying with state compulsory education laws. The language requirement may waived for those over 65.
