A Committee on Agriculture amendment no. 8 (no. 42) to permit growers of perishable crops to apply directly to the Attorney General for guest workers, and to have that petition acted on within 72 hours if such employers have otherwise qualified for that program and if extraordinary and unusual circumstances exist. The amendment also allows guest workers to work for any approved growers within a limited region established by the Attorney General. It maintains the bill's labor protections, including requirements that employers actively recruit U.S. workers and provide housing and compensation as set forth in the bill and prohibits the use of guest workers as strikebreakers.
