A Committee on Education and Labor amendment no.2 (no.41) to increase labor protections which are provided for U.S. foreign workers who participate in guest worker programs; establish a 11-member commission which would develop regulations to provide temporary workers in times of real labor shortages and maximize the employment of U.S. workers in the transitional agricultural program; and to allow private parties to seek judicial remedies for violations of the guest worker program requirements.
