An amendment (no.22) to deny an alien the right to have an administrative law judge reconsider a border official's decision to exclude him and to allow exclusion proceeding to continue even though the alien has sought judicial review. It would further delete the provision allowing aliens the right to bring class action habeas corpus cases.
