An amendment barring deployment of any cruise missile designed to carry a nuclear warhead and to be launched from a naval vessel or for assembly of nuclear warheads onto such a cruise missile until the President submits to Congress a detailed report and specifically authorizes such deployment or assembly by legislative action.
