An amendment to the Nichols amendment. It adds provisions that permit all parties not on a list of qualified bidders to submit bids for spare parts. It prohibits soliciting offers from only one source except in specified circumstances. It requires the Secretary of Defense to promulgate regulations regarding proprietary rights. It includes provisions concerning fair distribution of overhead charges for spare parts. And the amendment prohibits charging the government more than the lowest price the firm sells the item to nongovernment customers.
