An amendment to permit the Secretary of Defense to participate in any government agency study of the phenomenon referred to as nuclear winter. The Secretary's participation is to be to the extent that it is directly relevant to defense related aspects of nuclear winter. The Secretary is authorized to use up to 1.5 million dollars for such participation.
