Amendment98th Congress
An amendment to prohibit U.S. of funds to introduce for combat U.S. Armed Forces "into or over any nation into or over Nicaragua or El Salvador." This restriction will not apply with respect of introducing U.S. forces into or over El Salvador or Nicaragua for combat if 1) Congress has declared war or enacted specific authorization 2) it is necessary to a) meet hostile attack upon the U.S., its territories or possessions, b) provide necessary protection for a U.S. embassy, c) provide protection for or to evacuate U.S. government personnel of U.S. government personnel of U.S. citizens. Also the President may act upon determining there is a Soviet bloc, or Cuban or other communist threat to the region. And this does not abrogate the Monroe Doctrine.
