Amendment98th Congress
An amendment on the previous legislative day to prohibit the use of funds to introduce U.S. Armed Forces for combat into Honduras, Mexico, Costa Rica, Panama, Guatemala, and Belize. This restriction will not apply if 1) Congress declares war or enacts specific authorization, or 2) such introduction is necessary because of clear and present danger a) of hostile attack against the U.S., its territories, or possessions, b) to a U.S. embassy, and c) necessitating evacuation of U.S. citizens or personnel. The amendment adds that this is not to be construed as limiting the Commander in Chief powers of the President.
