An amendment to the Mavroules substitute amendment to the Bennett amendment to change the Mavroules amendment so that it is the same as the Price amendment (HA 741) to the Bennett amendment. The amendment sets MX funding at $7,756,600,000 (15 missiles) that cannot be obligated until 4/1/85 and then only if the President certifies that the Soviets are not willing to take actions to further the control and limits the types of strategic nuclear missile weapons systems similar to the MX.
