An amendment to add to the section on the U.S. participation in the United Nations Educational, Scientific and Cultural Organization (UNESCO) the following statement of the sense of Congress: because there have been serious concerns raised regarding how UNESCO is fulfilling its constitution, because of UNESCO's attacks on Israel, and because of certain attacks on certain Western intitutions, values, and interests (including freedom of the press), and because there are vital questions regarding the way UNESCO funds have been expended'. These remarks are added to the bill's provisions requiring a bipartisan panel to study this problem.
