Amendment98th Congress
An amendment to set out conditions for assistance for Zimbabwe. The amendment requires that the President ensure that foreign assistance for Zimbabwe contributes to political, economic and security development of the country. It also requires an assessment of the extent to which the government of Zimbabwe protects human and civil rights. The President must also certify that Zimbabwe is meeting certain goals. Before aid can be given to Zimbabwe, Congress must pass a joint resolution agreeing with the President's findings. The goals that Zimbabwe must meet deal with removal from security forces of those responsible for the atrocities in Matabeland. Several other conditions are set out.
