An amendment to require the Secretary of State to enter into negotiations with Mexico aimed at eliminating or reducing impediments to international trade through Mexico. The negotiations are to seek sealed trucks, no inspection transit administratively acceptable to Mexico and other transited countries. The Secretary is to report to Congress by 1/1/85.
