An amendment. The bill provides for American sponsored and financed education programs in Latin America. It also provides for conveing a conference on educational exchange programs sponsored by the U.S. in order to evaluate the effectiveness of such programs. The amendment adds that the conference should also "consider the possibility of planning for the establishment of U.S. sponsored educational institutions in one or more nations in Latin American and the Caribbean".
