An amendment requiring the President to submit to Congress, annually, a full and complete report which assesses, with respect to each foreign country, the degree of support by the government of each country during the preceding year for the foreign policy of the U.S. The report is also to assess the voting and speaking records of all U.N. members on issues of major importance to Council of the U.N. as well as other U.N. bodies. The President in making allocations for assistance under this Act is required to take into consideration the extent a country is not engaged in a consistent pattern of opposition to U.S. foreign policy as demonstrated in the report.
