An amendment to prohibit use of population and health funds of the development assistance funds to carry out population planning programs in the Peoples Republic of China or to contribute to any international organization or private or voluntary organization which carries out such programs in China unless the President certifies to Congress that such programs do not include forced or coerced abortion.
