An amendment to the SMITH (NJ) amendment to remove the provision in the SMITH (NJ) amendment that permits use of funds in China's population planning programs if the President certifies that the programs do not include forced or coerced abortion. It substitutes language that prohibits the use of the funds in population planning programs in China and prohibits contributing the funds to international organizations or private or voluntary organizations that carry out such programs in China if the programs include forced or coerced abortion.
