An amendment to strike language that earmarks 150 million dollars for research and development in the U.S. for the Lavi program and earmarks 250 million dollars for procurement in Israel for defense articles and services for the Lavi program. These funds are part of the 1.4 billion dollar Foreign Military Sales direct credits for Israel in the bill. The amendment substitutes a prohibition on the use of FMS funds for financing procurement outside the U.S. of any defense article, defense service, or design and construction service, including financing for coproduction or licensed production outside the U.S. of defense articles of U.S. origin.
