Amendment98th Congress
An amendment to require that 10 percent of the AID funds be made available only for activities of economically and socially disadvantaged enterprises, historically Black colleges and universities, and private and voluntary organizations which are controlled by individuals who are Black Americans, Hispanic Americans, or Native Americans, who are economically and socially disadvantaged. This can be waived by the Administrator of AID.
