An amendment reducing the authorization for military assistance to Turkey to $670.0 million ($217.0 million for grant military assistance and $226.5 million each for concessional and market rate loans). The amendment also provides that up to $250,000,000 for additional assistance for Cyprus is authorized if the President certifies to Congress that an agreement has been concluded by the Greek and Turkish Cypriots which is supported by Greece and Turkey toward settlement of the Cyprus dispute. The agreement should include an agreement on Varosha/Famagusta, foreign troop levels in Cyprus, and disposition of the international airport on Cyprus.
