An amendment to require an analysis of USDA Conservation Programs. The amendment requires the Secretary to conduct an economic study of the costs and benefits of all current soil conservation programs, including research and extension efforts. The study is to be led by the Economic Research Service of the Agriculture Department. The report is to be submitted to Congress within nine months of enactment of the Act. The amendment sets out some topics the report should include.
