A substitute amendment reducing the deficit by $324 billion over three years by cutting defense spending $203 billion below the President's budget and by increasing revenues $181 billion. It increases domestic spending by $97 billion. It calls for reclaiming some tax cuts granted earlier to higher income households and for new tax cuts for lower-income families. It also calls for elimination of several weapons systems.
