A substitute amendment that reduces the deficit by 225 billion dollars over three years by cutting domestic spending 53 billion dollars and raising revenues 70 billion dollars. It increases defense spending 153 billion dollars over FY'84 services levels. It reduces cost of living adjustments for Social Security and other retirement programs by 2 percent, reduces income tax indexing by 2 percent, and imposes a three year freeze on nondefense discretionary spending.
